The world’s climate is changing rapidly. Higher levels of carbon in the atmosphere,
in the form of CO2, are widely accepted as being one of the main causes of the ‘Greenhouse Effect’.
Carbon emissions must be reduced
169 nations have now signed the Kyoto Protocol, setting mandatory targets for the reduction of their carbon emissions. By 2008-12 their emissions must be 5% less than the level of their 1990 emissions.
It's an excellent initiative, in principle.
But - stringent controls on fuel consumption can also have an adverse effect on a country’s economy.
